Now honestly ...
I remember having trouble getting groups and most things required groups, even at level 10. I hear they changed the rate of exp gain, they made some of the lower things easier. Honestly, starting today as something ... would I be able to level up at a reasonable rate, and more importantly will I be playing with people or will it be a ghost world until level 70?

There are people at all levels, though the game is certainly top heavy. I tend to solo or go with guild alt groups so couldn't say for sure you'll group daily, but it's easy to level and I regularly see groups in places like Stormhold. Any class can solo, though some (e.g., templars) take their time killing a mob. I don't know if Phel mostly soloed his way or grouped, but he leveled damn fast as a mystic.

If you want a good server atm, its Nagafen, many of the PVP players came to Nagafen during the free xfer weekend, You'll be able to find gropus but watch out you'll be constantly ran over by twink alts.
