I think Bush is playing politics, ineptly once again. He really lacks common sense.
On the other hand, if there were such a conspiracy it would have been a simple matter to let the congressman review a fake document, thereby diverting suspicion.
The US servicemen swear an oath to defend the constitution, not the commander in chief. If Bush (or Cheney) tried something overtly smacking of a repudiation of the constitution (such as trying to cancel a scheduled election) as a pretense to seize or hold on to power, I am confident they would find themselves at the wrong end of a gun and under arrest for treason.

Having watched these two for the last 6.5 years, I think they really would not have provided something false to the Congressman; they really don't care, and unless they are forced they will deny anyone anything they are of a mind to, and do so with those cute little smirks they seem to have spent so much time cultivating.
And, Cheney's actions while CEO of Halliburton may yet get him that arrest, if we can ever find someone (Feingold, perhaps) to call for the investigation. (C'mon, ya knew I was going to have to bring it up)

they really don't careThat sums up the administration very well. Constitution? Law? Congress & the Judiciary? They really don't care. Everything is just a tool for their "permanent Republican majority" and Executive power expansion agendas.
