Considering that the US military does routine drug tests on EVERYONE, and the fact that the Pentagon isnt a publicly accessible building like the EU Parliament is, the results would probably be quite different.
Not saying I dont think that some of the decisions coming from Rumsfeld and Co. were moronic mind you, I just dont think their idiocy was brought about by cocaine/drugs. :)

I wasn't implying that at all, I wasn't aware that the EU parliament building was open to the public either. I meant that using the idea of cocaine abuse to, in effect, villafy a government is silly because I'm sure it goes on in the good Ol' USA also.

I wonder how many positive drug tests screwed people who handled cocaine powdered $20s. Trace amounts are surprisingly common on the Benjamins.

Not to mention even one or two house keeping employees going on a binge could easily dirty up that many restrooms in any given weekend!

Routine depends on the job you are in. There are also ways to beat military drug tests. Also, non-military personnel work in the Pentagon.
I'd give the chances at over 90% that they could find cocaine residue in more than one location.
