Some questions:
Is this representative of a real transmutation of Pentagon SOP or the work of a handful of individuals that made it into print but hasn't convinced the full leadership to make operational changes?
Is there time to implement this change in course to make a real difference in Iraq and Afghanistan? What kind of training and training time are involved?
Do we have enough troops to make it work?

One could only hope that this is the SOP.
As far as Afghanistan goes this is very close to the doctrine that we originally went in with.
As far as is there time, it is something only time will tell. Unfortunately there has been a ton of damage done and overcoming the past is usually the most difficult task.
Enough troops...the beauty of this is it does not take that many troops to be effective.
It's almost criminal how the lessons of Vietnam have been ignored in Iraq up until now. During the Vietnam war the Marines had a program known as "CAP" (Combined Action Platoons) it proved to be very successful and was credited with the pacification of those areas where it was SOP. Why this was something overlooked by the planners is beyond me...but at least they grew some brains.
I've said here before...winning is about tactics moreso than numbers.

After Vietnam the military wanted to forget as quicly as possible what happened to them over there, thats why they didnt learn thier lessons well enough.
