I think the idea behind the stunt was, "Hey, look at me lying on the hood of my trunk while its driving down the road in cruise control." But this idiot doesn't know that most 2 lane streets are crowned for proper water drainage so your vehicle will have a tendency to pull to the right. Also his tires are big enough to easily hop the curb and hit pole. Heh, what a stupid ass.

Depending upon the location, some northern cities have water shut-offs located below ground level to keep water from freezing inside the hydrant and causing it to burst and leak.
Other hydrants have a built-in drain so that when the water is shut off to the hydrant it will drain and empty... thereby keeping it from freezing as well.
