I saw that as well and was intrigued. The resource grab is well and truly underway!

China has, btw, engaged in heavy investment in South America (Brazil, in particular) that makes those amounts look like peanuts in comparison.

Keep in mind the Chinese are tacticians; look at there board games, and the manner in which the player needs to be thinking so many moves ahead, and of potential outcomes. Chess is not the only game that requires a strategic mind.

The Chinese are obviously positioning themselves for several possible turn of events, regarding global geo-politics and resource management. And, they are wisely refraining from interfering in the politics of the host countries, which we in the West never were able to keep ourselves from doing. They will have many more allies than we will twenty-five years down the road; hell, five years from now, even.
