Well, actually I've seen balloons filled with either flour or similar benign substances used to make "stress relievers" and to help increase hand strength after injuries. Hell my grandma has one she uses all the time to help keep arthritis pain down.
That being said, throwing the condoms in your luggage filled with white powder = probably not the greatest idea.
I'd venture a guess that the condoms probably had some sort of spermicide/anasthetic inside that tripped off the drug sensor. Those things are set pretty damn high. (No pun intended) and will detect miniscule amounts of narcotics.

It was pretty stupid, but I'm sort of wondering why it took three weeks for them to determine it was flour. They could have, you know, just made some muffins.

I am not sure why everyone thinks it was stupid. Have none of you ever done something for the amusement of others? Frankly the police fucked that one up hardcore and heads should roll ... if I was imprisoned for 3 weeks over a practical HARMLESS joke, I'd be pissed too. She was headed home for Christmas for christ sake ...

I'd actually have to agree with Kelraz. Heads should roll and the person should be awarded some sort of compensation. Should take less than 3 weeks to figure out that flour != narcotics.
I really do not see any problems with what she did..now stupid would be to have some batteries, wire, candle sticks, ..all wrapped up with duck tape in your luggage.

I agree, that 3 weeks is excessive. But stupid to fill 3 condoms with flour, as a joke, which she and her friends admitted. Yeah fill one to make a 'stress reliever' and she may have a case. She probably has a good case due to the 3 weeks, but if she had been detained for 24 hours, that would certainly seem reasonable as punishment for her little 'joke'.

actually I think the joke was more meant to be using a 'penis' as a stress relief not any sort of drug smuggling joke... so yeah I'd say the police fucked up 3 fuckin weeks? I thought cops always did that little test on their tounge or whatever least they always do in the movies so it must be true right?

I know that some adolsecent mental health patients are taught to make stress relievers as part of their outpatient therapy. My son learned to make stress relievers with balloons and sand during a group arts activity, to be used as a self-soothing technique when he becomes overwhelmed. If this young woman has any mental health history at all to enter in as evidence, I think she has one heck of a case. So what that her materials are a little more 'make-do with what's available' in nature? Joke, embarrassment over her choice of therapeutic materials, either being possible.... she should never have been detained for three weeks, especially when she was honestly sharing her information regarding the object.

Hell, not to take it to a gross level, but she could have been using them as an alternative to a BOB (Battery Operated Boyfriend). They certainly have the right shape. Three weeks to determine if the very substance she was claiming to be flour WAS flour? They should pay through the nose.
