It was a different time and a different place. Things we consider absurd were commonplace back in the day. For example, Asian Americans were forced to undergo similiar prejudices and being held in camps like Angel Island post-1906 San Francisco Earthquake. A lot of these things occured throughout history, this is just one less known about and more tragic.

Different time, different place?
This is still daily business in Cuba and Italy for example. Just with the difference that those boats don't get shot down. But did you ever look up the amount of people fleeing from Cuba to the US and expecially.. .how many of them making it? Same goes for Serbia -> Italy.

The story doesn't seem to say much about anyone being afraid of the emigrants. It's just one story among thousands or tens of thousands of stories like this that occurred during the 30's and 40's.
There was a war on. The idea of spies among the emigrants seemed legitimate at the time, and most countries don't want HUGE numbers of emigrants at any one time (as opposed to that number being spread over years) for economic reasons. If you accept these 769, you can be sure that several hundred thousand will soon be on their way.
