The few official bits I've seen on this sound like little more than a private contractor being handed over a prison for contract work, like many other private prisons. APF doesn't sound much worse than Blackwater. I don't think it's ideal, but it's certainly not unique.

Smells like a scam to me.

The best scams have the trappings of reality to them. But trusting a convicted scam artist is just silly.
