In a nutshell, when someone wishes to give you positive or negative reputation points they click on the scale lookin' thingy in the bottom left of the post (preferably the post that sparked the desire to modify your reputation). Once you click the scales, you are allowed to choose which type of reputation hit you want. You can also include a comment.

Positive rep "hits" make your Rep: # go up and negetive makes it go down.

There's more to it than that, but I'm not sure exactly how to eplain it correctly. I'll save that for someone else. :D

There's not too much more too it than that. I moderate reputation A LOT. Post something funny, witty, insightful or informative on a topic I'm reading -- I'll moderate you up, and generally I'll sign it. Post something stupid, offtopic, hurtful -- I'll moderate you down.

The formula for what weight your reps carry is +1 for every year registered, +1 for every 100 rep, and +1 for every 1000 posts. At least that's the ballpark. I think some other factors also affect it minorly.
