They seem to be useless and random. Were given as positive. So what's the scoop?!

The person who gave it probably does not have enough posts to participate in the reputation system, I have tons of them

You need a minimum number of posts over a time period or positive reputation hits for your own reputation hits to count. The default is like 50 posts OR 20 reputation, IIRC. Keeps people from spamming the system with throw-away accounts.
