I am having a hard time finding a definitive answer on the web.

One place tells me that I can't use PCI express 2.0 video cards in a PCI express x16 motherboard.

Another place tells me that a PCI express 2.0 card will work in a PCI express x16 motherboard but not at its full potential.

Which is it!

If I can buy a 2.0 card to put in my pci express motherboard do you think it would be worth it... kinda like future proofing my video card?

PCIe 2.0 is completely backwards compatible with PCIe v1.x. Graphic cards and motherboards designed for v2.0 will be able to work with v1.1 and v1.0, and vice versa. In some rare cases it is possible that a PCI-E 2.0 card will not work correctly on a PCI-E 1.0a slot. This is only limited to certain video cards.
