It means there would not need to be a global policy.

At this point, it is easier to butt out and mind our own business. Push hard, make peace and leave them alone, as long as they are willing to act in kind. The facts are in. Most of the terrorist aggression towards the West was caused by...the West. Besides. We can't afford it. That dirt bag Afghan president is not worth more than a year of effort and lives, let alone the money spent to sustain the effort. Best to do the big final push and GTFO so we can get back to rebuilding our own nation. We were so busy being busybodies over the affairs of other nations that we let our own go to seed.

As far as Islam taking over the Third World, the answer now should be "So what" as opposed to "we need to do something about it". Many muslim nations are thriving now. Granted they do many dirty and immorale practices but its there religion and demographic and as long as they keep it to themselves then whatever. Dubai is a good example. Dubai is also not trying to blow up our planes with underpants bombs, inspite of practicing slavery etc.
