Neither, Wiggo. You only pay tax for intrastate purchases.

so basicly if i order some computer parts from say Alabama and have them delivered to North Dakota, i dont pay any tax at all?

If the company has a business presence in the state you have it shipped they collect the taxes.

Or if their state has a law, which lots of states could have soon enough.
