According to Iran and Hezbollah he wasn't responsible for nearly half of the things that the US has credited him with. Iran is firmly behind Hezbollah and that is a fact so it is expected that they would speak at the funeral of a leader of Hezbollah.

It was also a way of guaranteeing that Israel would not strike the Funeral. It would have been an act of war against Iran to kill their foreign minister at the funeral.
