This aspect of the occupation isn't over yet; there's still time to placate these Sunni militias. But it should be the Iraqi government supplying the funds, not the US, and the lack of synergy between local movements and the national government is just one of many impediments to fulfilling the Surge's goal.

Radley Balko, btw, has a nice recap (http://www.theagitator.com/2008/03/19/five-years-in-iraq/) of the promises from war supporters in the lead up to the invasion, as well as cautionary quotes from his libertarian associates.

If the U.S. made the commitment of jobs and pay, then wrong as it might or might not be, the U.S. is accountable for maintaining that commitment. And once again this shows an incredible insensitivity on the part of our leaders to maintaining an alliance that is to our benefit. (And I am not forgetting the incidents of these folks turning their weapons on our troops)

Of course, were an aide or advisor to bring this to the attention of Dubya, it might interfere with his time playing with his slinky on the stairs in the White House.


Edit: Thanks for that link to the recap, Thor. Was great for my blood pressure re-reading some of those quotes. It is now bookmarked, so I can revisit whenever I am feeling too calm.
