I feel somewhat sorry for the guys who face this (http://www.youtube.com/watch?v=fn02le8e0nQ) monstrosity. That thing is scary.

"Dogs of War", starring Christopher Walken and Tom Berenger (1981), about a band of mercenaries fighting in an African nation.
Same basic rapid-fire shotgun with a cylindrical magazine. Nothing new here, other than some design changes, basically.

The technology behind it is old and obvious, the material science to construct them in large quantities is not, so the answer is "about as soon as we start selling them to every enemy we might face."
