I'm having a hard time picturing let's say the UK arresting these agents and handing them over to Italy.

According to the article, Italy granted Abu Omar "Refugee Status" and the CIA (supposedly) kidnapped him and flew him out of the country for "questioning".

Abu is later said to have received electrical shocks during questioning. If true, this is hardly what I would consider to be true American ideals held by the general population. It's probably not anything new, either.

Hell, if the CIA only wanted to "question" him, I'm sure they could have set that up with Italy's Prime Minister Berlusconi, who is said to be "a close US ally". Only, you can't interrogate someone properly with a neutral party looking over your shoulder.

I suppose, as they say, war is hell.
