I can verify it does crash 64bit Vista.

You have to boot to safe mode and remove the folder.

Its pretty nifty. I've used it to find things on my new install of 7 that aren't where they were in XP.

Y'know, I made the folder (vista, 32bit), and it's awesome and all... but I keep forgetting I have it and use the normal control panel more often than not. Old habits die hard.
